"The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people."
The tenth amendment to the United States Constitution allows to delegate federal powers to the states as long as they are not forbidden by the Constitution. "Each state retains its sovereignty, freedom, and independence, and every power, jurisdiction, and right, which is not by this Confederation expressly delegated to the United States, in Congress assembled." This video makes fun of political leaders of the day whom do or say question things within an the interpretation of the constitution.
Because of the Tenth Amendment, no matter how racist, a sign like this could have stood somewhere in America, and technically still can because of the freedom of press. The Tenth Amendment delegated federal powers to the state. For example, the responsibility of delegating a state’s taxes usually falls to the governor of the state. The Tenth Amendment gave states just about every right imaginable. Today, states are almost self-governing countries of their own.
